Power Substation Services will retrofill power transformers with a variety of fluids based on the specific application. Whether flash point is a concern, or perhaps poor oil qualities is the reason, regardless, PSS will evaluate and propose to you various options on which fluid to use and why.
For small mineral oil filled transformers, it is often cheaper just to retrofill the oil than to actually undergo a hot oil reclamation process. Likewise, for larger substation transformers, it is sometimes cheaper to replace the mineral oil with a biodegradable fluid, such as Cooper Power Systems FR-3™, than it is to build a firewall. That was the case in this photograph. 
The insurance company would no longer insure the building (to the right) unless protective measures were taken to prevent a fire. It was cheaper to retrofill the mineral oil with FR-3™ than it was to build the wall. In the picture, our service truck is positioned while we drained the mineral oil. Because of the voltage class, this transformer was filled with FR-3™ under vacuum. Since the substation was undergoing an expansion, there was no room for PSS to have our vacuum processing rig, so we had to remove our service truck in order to set up our processing rig.
